Personnel and Compensation Committee
The functions of the Statutory Committee on Personnel and Compensations
The functions of the Statutory Committee on Personnel and Compensation shall, but not by way of limitation, include the following:
a) To exercise legislative oversight for compliance with legislative intent on the Department of Personnel and all matters of personnel throughout County government.
b) To initiate and recommend legislative policy including provisions for compliance through legislative oversight of all matters of personnel and compensation, on request of the Legislature or its own initiative.
c) To designate a committee member to sit in an advisory capacity on the Executive Labor Relations Committee and report thereon to the committee and the Legislature.
d) To provide legislative oversight for compliance with legislative intent on the Human Rights Commission.
e) To review and recommend personnel policies for incorporating same in an official Handbook of Personnel Practices and present same for the Legislature's action. The handbook should include rules and regulations, rights, privileges and benefits, rules for transfer, reclassification, promotion, and other pertinent data for the information and guidance of all County employees.
f) To review and recommend to the Legislature the establishment and required amendments for the Classification Plan, Grading Plan, and Salary Plan for all County employees upon the Legislature's request or its own initiative.
g) To initiate such legislative action as is required to implement agreements reached through collective negotiations with County employee organizations.
h) To monitor through legislative oversight the services rendered by the Commissioner of Personnel to other local jurisdictions in compliance with Civil Service Law, including deviations from Civil Service Law by local jurisdictions and actions taken thereon.
i) To hear and act upon complaints and grievances arising from service rendered to other local jurisdictions by the Commissioner of Personnel.
